Mengsk's journey began in opposition to the corrupt Terran Confederacy, where he rallied rebels including Jim Raynor. Serving as a key commander under Mengsk was General Duke after his defection, while Sarah Kerrigan was a powerful but not officially second-in-command operative. On Tarsonis, to satisfy his thirst for power and eliminate Confederate loyalists, Mengsk abandoned Kerrigan to the Zerg swarm—though the planet's population had largely been evacuated or killed prior to the invasion, so the claim that he abandoned the entire population is an overstatement. This betrayal caused Raynor to desert immediately, becoming a persona non grata in the new Dominion while Kerrigan was assimilated into the hive mind.
