The Dominion was born from the ashes of the Terran Confederacy. Arcturus Mengsk, leader of the rebel group Sons of Korhal, utilized the Zerg Swarm as a weapon to destroy the Confederate capital of Tarsonis, forcing the Confederacy into submission. This victory allowed him to crown himself Emperor and establish his capital on Korhal IV.
